City Team Focuses Efforts on Encampments at Yolanda Ave and Morgan St
Prompted by health and safety concerns, the Homeless Encampment Assistance Program (HEAP) focused efforts on an encampment at Yolanda Avenue over the last week of April and first week of May 2021. Clean up and closure of the encampment was completed on May 6, 2021. This followed extensive outreach and engagement efforts that provided community members at the encampment with options for shelter placements and homeless services.
On date of the closure and cleanup of the encampment, Thursday, May 6th, the Homeless Outreach Services Team (HOST) engaged with 13 community members, of which six were enrolled into services and five initially accepted shelter at the City's Sam Jones Hall Homeless Shelter (SJH). These efforts followed extensive outreach over the past several months by HOST, including 13 visits to the encampment, during which outreach staff engaged with 65 individuals and enrolled 23 community members for homeless services, of which nine individuals accepted shelter at SJH.
HEAP operating parameters and the restrictions of a preliminary injunction were followed throughout the process at the Yolanda Avenue Encampment.
The HEAP team's next focus is an encampment on Morgan Street, where outreach to provide community members at the encampment with options for shelter and services will be completed soon in advance of planned closure and cleanup of the encampment during the week of May 11, 2021.
