The Santa Rosa Police Department has signed a contract with the White Bird Clinic to partner on building a collaborative approach to addressing non-violent responses to mental health crises and homeless-related incidents (HRI). The White Bird Clinic is a non-profit organization that runs the Crisis Assistance Helping out on the Streets (CAHOOTS) program in Eugene, Oregon. CAHOOTS is a national model for law enforcement that diverts non-violent HRI and mental health crises away from a law enforcement response. Once in place, a Mental Health Clinician, Paramedic, and a Homeless Outreach Specialist will response to HRI and mental health emergencies, provide resources and support. Their upstream approach is geared toward proactive identification of people at risk of crisis and provide case management and services to prevent life changing/altering situations.
