Crews are making good progress in constructing an emergency shelter structure at Samuel L. Jones Hall Homeless Shelter (SJH). The project will restore bed capacity at the City-owned homeless shelter to pre-COVID-19 levels while maintaining social distancing requirements. Fifty-six beds were removed from SJH at the beginning of the pandemic to make room for social distancing measures. The approximately 8,000 square foot prefabricated emergency shelter building under construction now will allow SJH to restore bed capacity to pre-COVID-19 occupancy. The project is anticipated to take approximately four months to complete, with occupancy estimated to begin in December 2020.

Installation of an emergency shelter has begun to restore bed capacity to pre COVID-19 levels at the City’s Samuel L. Jones Hall Homeless Shelter (SJH). In March 2020, to help protect SJH guests from COVID-19, it was necessary to relocate some individuals out of the facility to other sites so that required social distancing measures could be implemented at SJH, resulting in a loss of 56 beds. The approximately 8,000 square foot prefabricated building will be placed in the parking lot, adjacent to the current shelter building and will enable the City to restore available bed capacity back to pre-COVID-19 occupancy, while maintaining social distancing requirements. The project is anticipated to take approximately four months to complete, with occupancy estimated to begin in December 2020.

The City of Santa Rosa is moving forward with plans for an emergency shelter installation to restore bed capacity to pre COVID-19 levels at the Samuel L. Jones Hall Homeless Shelter (SJH). Installation of the emergency shelter building is expected to begin in September, following the City Council’s award of the contract to Graves Construction on Tuesday, August 25.

SJH, located at 4020 Finley Avenue in Santa Rosa, is owned by the City and operated by Catholic Charities as a critical facility providing shelter and services to persons experiencing homelessness. In March 2020, to help protect SJH guests from COVID-19, it was necessary to relocate some individuals out of the facility to other sites so that required social distancing measures could be implemented at SJH, resulting in a loss of 56 beds. The emergency shelter installation will restore available bed capacity back to pre-COVID-19 occupancy, while maintaining social distancing requirements. The purpose of the emergency shelter project is to restore these critically needed shelter beds at SJH, not to increase overall bed capacity at the facility.

The scope of the approximately $2.7-million project includes an 8,000-square-foot prefabricated building to be placed on existing paved areas in the parking lot at SJH next to the current shelter building. Health and safety improvements including a foundation, electrical service, heating and air conditioning, fire sprinklers, security cameras, and accessibility are also a part of the project. Construction is expected to begin in September 2020 and take approximately four months to complete.

The project is one of several implemented by the City during the public health emergency to protect persons experiencing homelessness and the community at large from spread of COVID-19, including the provision of hotel rooms for sheltered and unsheltered individuals who are at high-risk for COVID-19, activation of the Safe Social Distancing Program in a section of the parking lot at Finley Community Center, and placement of sanitary facilities at or near known encampments.

The City is currently exploring a number of options to further address homelessness, including partnering with Sonoma County on an indoor-outdoor shelter and expanding its safe parking program at several City locations.
