Applying for the Council Vacancy
The following information outlines what interested candidates need to know about the appointment process:
Application documents must be picked up at the City Clerk’s Office beginning at 12:00 p.m. on Wednesday, December 4, 2019.
Application documents must be filed in person with the City Clerk’s Office no later than 5:00 p.m. on Wednesday, December 18, 2019.
To pick up an application go to Room 10 at City Hall (100 Santa Rosa Avenue).
Filing Period for Application Documents
All application documents (application form and supplemental sheets, Nomination Paper, and Statement of Economic Interests) must be filed by the applicant at the same time. Following the close of the application period, all applications will be posted online. (The Nomination Paper and Statement of Economic Interests will be made available for public review but will not be posted online.) There is no filing fee.
In order to be eligible to hold office as a member of the City Council, a candidate must be a registered voter within the Santa Rosa city limits at the time application documents are filed with the City Clerk. The successful applicant must be an elector of the City at the time of assuming office and throughout the Council member’s term.
Applicants are required to complete and submit an application form containing personal data and a description of the applicant’s background and qualifications and other information that will assist the Council in selecting an appointee. The application form must be signed and dated by the applicant.
Each applicant must be nominated by not less than twenty (20) and no more than thirty (30) registered voters. This is accomplished by obtaining the signatures of voters on a Nomination Paper. The Nomination Paper must be issued by the City Clerk or Deputy City Clerk. At the time of issuance, the City Clerk or Deputy City Clerk will type on the form the name of the applicant and will affix his/her signature and the date of issuance.
Signers must be registered to vote in the City of Santa Rosa. The name of each registered voter nominating an applicant must be printed on the form. The voter should sign the Nomination Paper and print his or her residence address, giving the street and number or some description of the residence that will enable the City Clerk to readily confirm the residence. Voters should sign as registered and clearly print the voter’s name and residence address. No ditto marks. The signatures must be verified by the City Clerk and if a name or address is not legible, verification may not be possible. Once all signatures have been obtained, the Nomination Paper must be filed with the City Clerk or Deputy City Clerk. It is recommended that applicants file as far as possible in advance of the deadline so that any deficiency in the papers may be found and cleared in time to obtain additional signatures, if needed, before the filing deadline. If there is any doubt about the signer’s voter registration, verification should be made with the Registrar of Voters Office (565-6800) before the filing deadline.
The Nomination Paper includes an affidavit stating that the applicant will accept the office in the event of his/her selection. The affidavit must be completed in the presence of the City Clerk or Deputy City Clerk at the time the applicant files their application documents. Please do not complete it prior to that time.
Statement of Economic Interests (Form 700)
Each applicant is required to file a Statement of Economic Interests (Form 700) at the time of filing application documents. Applicants should carefully read and complete the forms that are provided. A Reference Pamphlet will be provided to applicants for their information. Assistance in completing the form may be obtained by calling the City Clerk at 707-543-3015. The form must be signed and dated by the applicant in order to be considered filed. The successful applicant will be required to file an additional Form 700 (assuming office statement) within 30 days of appointment.
Each applicant will be interviewed by the City Council at a televised public meeting. Applicants will be notified of their interview appointment. Due to time constraints, interview appointments cannot be rescheduled. Below are dates that interviews will be scheduled. Applicants should plan to be available for a scheduled interview on the dates listed below. Applicants will be notified of their interview date and time after the close of applications.
Important Dates for the Council Appointment Process
