Caluha Barnes

 as Community Engagement
Director

The City of Santa Rosa has hired Caluha Barnes, a native of Atlanta, GA who has lived in Santa Rosa since 2011, as the new Director of Community Engagement. Ms. Barnes was selected through a competitive national search.  Announcing the selection, Sean McGlynn, City Manager stated “I am excited to have Ms. Barnes join the Santa Rosa team to lead our community building efforts.  Her success in a similar role with the County, as well as her years of public sector experience, strong administrative and management skills all combine to make her uniquely qualified for this position. She will be a great addition to the City!” 

Ms. Barnes is currently Principal Analyst in the Sonoma County Administrator’s office and will join the City of Santa Rosa to continue implementation of Santa Rosa’s Open Government Task Force’s recommendations and community building efforts.

In her current role as Principal Analyst, Ms. Barnes’ responsibilities included serving as the lead staff person of a team of five that supported the 21-person Community and Local Law Enforcement (CALLE) Task Force created by the Sonoma County Board of Supervisors also prompted by the September 2013 shooting death of 13-year old Andy Lopez. Following completion of the CALLE Task Force’s formal work, Ms. Barnes shepherded the recommendations through Supervisors’ review and approval, as well as implementation.  The most consequential recommendations led to the creation of the new County Department – The Independent Office of Law Enforcement Review and Outreach, and the hiring of its first Director, as well as the County’s support for the creation of Andy’s Unity Park.

Ms. Barnes has over 26 years of experience in the public sector, and has worked at every level of government managing administrative operations, special projects and human resources. She holds a Master of Public Administration from the University of Oklahoma, and a Bachelor’s of Arts from Michigan State University.

Ms. Barnes will start her employment with the City of Santa Rosa as Director of Community Engagement on March 6, 2017.
