Santa Rosa's Housing and Community Services department offers a variety of housing programs to provide safe, sanitary affordable housing for very low- and low-income Santa Rosans. HUD-subsidized rental housing is administered through the Section 8 Housing Choice Voucher Program for qualified families and individuals, while a variety of additional opportunities are administered through the Santa Rosa Housing Trust.

Overseen by the Santa Rosa Housing Authority, the Trust partners with many private sector organizations to develop affordable rental housing projects. Typically restricted to very low- and low-income households, these projects are scattered throughout Santa Rosa. The Trust has sponsored over 3,700 units in Santa Rosa; a partial list is here.

The Trust is also responsible for the mobilehome rent control program, homeownership programs and referrals, and providing funding for homeless shelters and programs.

    The Section 8 Housing Choice Voucher Program is a federal subsidy program that helps low-income families afford market-rate, private rental housing in the city limits of Santa Rosa.

    The Department of Housing and Community Services is currently working in partnership with Burbank Housing Development Corporation to complete Catalina Townhomes, a self-help housing development for Low Income homebuyers.

    The purpose of the Housing Authority is to ensure adequate, decent, safe and sanitary housing for qualified people within Santa Rosa consistent with federal, state and local laws.

  7. Mobilehome Parks in Santa Rosa

    There are 15 privately owned mobile home parks in the City with a total of 2,198 spaces, most of which are rented by mobile home owners.
