Purchasing

Thank you for your interest in doing business with the City of Santa Rosa. Many materials, supplies, equipment, minor public works, major public works and general services are procured through a centralized purchasing system, headed by the City Purchasing Agent via an online bidding system.

Doing Business With the City

The City invites you to register as a potential supplier or contractor, review open bid opportunities and receive notification on future bid or proposal opportunities. Please take a moment to click on the blue button below entitled, "Doing Business with the City." There you will find instructions on how to set up a vendor profile in the City's online bidding system, PlanetBids.

Both formal and informal solicitations may be processed through our online system. All responses are due at or before the time shown on each solicitation. Late responses cannot be accepted. It is the bidder's/proposer's responsibility to ensure that the most complete and current version of the solicitation, including addenda, has been downloaded.

Most often, individual departments needing services not general in nature will manage the procurement of Professional Services.

Purchasing Staff Responsibilities

We encourage you to do business with the City. Purchasing staff's responsibility is to purchase the materials and services when needed by the City, at optimum quality and price, and to keep ever mindful that public monies are being spent. ADA compliant items are also purchased whenever possible. Vendors and potential vendors should keep in mind that the City of Santa Rosa policy requires that procurement of materials, services and construction services be done in a manner so as to encourage open competition (competitive bidding or competitive sealed proposals). A 1% local vendor preference is also offered for written solicitations when applicable. The City has an environmentally preferable purchasing policy, and looks to purchase environmentally friendly and recycled products whenever it is practical to do so.
